I know what you mean though, civil unrest feels too impotent to convey that sort of thing, and Revolution implies that the actors are fighting to replace an existing goverment. That would be a very strange situation. The only similar event i can think of is the Blues riots in Justinian's Constantinople, but that was just rioting over Justinian's treatment of some prisoners, not groups under protracted non political "warfare" with each other and not a state power
