There are times and places where it's okay to discuss them - especially when everyone else agrees to talk about it, purposefully. A public chatroom of a game largely for kids simply isn't such a place.

Some sort of punishment makes sense, but a permanent ban seems way over the top. If they got banned or had stuff taken away or something, I doubt they would start it again.

Its literally too big to use anecdotal evidence to say that this sort of thing does not happen.

Those who are looking to never be harassed in game lobbies should move to party chat with some friends. It's great not hearing strangers. Though these bans are awesome. I'm quite pleased.

Nobody should be harassed online, but thankfully Xbox Live provides tools to stop troublemakers quickly. X button mute in game lobbies and in-game scoreboards is very convenient.

People talking loads of shit would be too far and wide to completely moderate anyways. If you hate it so much, you'll have to learn to mute people regardless because 343 can't just keep eliminating everybody that people complain about.

On Reach they have "mute bans". If a lot of people mute on player, they get muted in matchmaking for a while. If it continues it becomes permanent.
