You can already do this by editing your hosts file. Hell I can assign facepunch.asshole to fp ip and it will work.
Why hasn't this been thought of before, with current technology, this is highly feasible.

No, as a temporary file on the visitor's computer would act as a seed, as long as all of the computers are powered on and transmitting, of course.

I don't know about you, but i always have my bit-torrent client of choice running in the background.
And I assume you'll have to install a program akin to bit-torrent programs, except with a plug-in, so you can use your browser with it to access the sites shared on the network.
So as long there's someone with a computer on, a Internet connection and with the program running there'll always be access to it.
But that's just how I understood it, might be wrong.

Since TOR supposedly is open source, it should be possible to utilize the TOR protocol and network easily.

No, the tor network can't handle p2p, unless you force all peers to be able to act as part of the network.

This doesn't work for Tor because half the reason of using it is to get around Government blocks. You'd be an ineffective node in something like Tor if you were forced to be one and you lived in China or something. Plus it defeats the point of having anonymity if you have to be the host for someone else's illegal data.

Well someone COULD voulenteer a server for a area, kinda like what the TOR developers encourage people with a lot of bandwith in a area where the average joe have shitty internet.
But in this case, it'll operates as a mirror/relay.
Think of it as a "hub & spoke" network, where those with a fast connection, & the servers hosting it are in the middle and serving as many as possible, and the users with a slow connection are on the outside and only serving someone local to them.
