I can personally attest for Retro City Rampage, it is fun as all hell.
Haven't played literally any of the others though.

Not at all, the 3DS port of SFIV is actually really fantastic. Looks great and runs at 60 fps if you turn the 3D off in the in-game options.
And hell, the game still polls inputs at 60 fps if you leave the 3D on.
