The funny thing is, my ISP are already caching results from this. The download is coming from: manc-netflix-cdn-04.network.virginmedia.net It's showing my full 400Mbps download speed, speedtest does the exact same.

Im not really an expert on ISP throttling methods but something i notice a lot accross many different isps i've used is that they intentionally make the speed much faster than it is when a connection initiates, for example when you start a youtube video or start downloading a steam game the connection will be as advertised, but it slowly follows a curve downwards and eventually the speeds your getting are complete garbage, ranging from hitting a lower limit at around 1-10 minutes in. I speculate that even this test wont really be able to accurately guage whether your ISP is throttling netflix if theyre using the above method to throttle you.

Most popular websites (google, steam, youtube, hell even facepunch) have european mirrors, so your internet speed should almost always be compared with european servers. Obviously not ones close to the ISP, but 3 popular mirror locations should do it - UK, DE and FR. For some reason, even though the site claims to have a european mirror, it insists on testing my internet against an american server. The results on that site are not only less than a quarter of what I get on speedtest.net, it's less than half of what I'm used to experiencing in everyday use. [B]Edit:[/B] Okay, just saw how you can manually select the server to test on. Still awkwardly getting the same speeds I got on the US one. Weird. Maybe it is accurate after all.

I use TWC here in Fayetteville, NC. Both tests were close. No throttle here.
