There's a military connection so it's probably a plane or missile, maybe it's related to the USA subs?
It's actually a Chinese military helicopter on fire. The crew doesn't know it so it's hovering, and the reason it's a bar of light is because it's drifting in the wind, and the shutter speed is low.

Even though the picture isn't as grainy and out of focus as most UFO pictures, look at the edge of the buildings and you can see how much the camera moved while the shutter was open. The light underneath is also overexposed. There's no telling how big the actual light source is, it could be a point of light bloomed due to overexposure and streaked from the slow shutter. In short, the object in the picture most likely looks nothing like whatever the real object is. Also, believing this is alien is as absurd as believing it's Santa Claus. Both have as much evidence and the existence of either are just as improbable.

With the vastness of the universe, there has to be life somewhere else, but it will never visit Earth, especially with the speed of light, and many other limitations.
