When the issue at hand is approaching a decade old, though, I'm not really sure how you can try and say that "they havent said or done anything about it, it's not happening" is a kneejerk response.
Time makes sequels better. Valve is collecting ideas. They're making a followup on what is basically the citizen Kane of gaming. They're researching all the uses for a gravity gun.

DNF had a very unique development cycle though, switched developers several times iirc, which fucked it up several times over

Even if Valve isn't interested in making HL3 why don't they just outsource it or just sell the damn IP ?

Half Life is the crown jewel of their development portfolio. I think it does them a lot more good to have it and never use it, than to not have it at all.
Well it looks like half life is going to turn into another Duke Nukem Forever except the difference being we eventually got Duke Nukem Forever. Very sad but I guess if it's true we should all except it :(
Someone just needs to ask them straight are they developing anything new at all at this point in time. It's not specific enough to warrant no comment.

DNF didn't switch developers until they sold to Gearbox at the very end. Since '99 3DRealms worked on it, but kept scrapping and re-doing it as older designs became technologically obsolete. Gearbox took what they had and polished it up for release, most development was already done.
If HL3 has ever actually been in development in the last ten years, it's almost certainly in the same state as DNF- a collection of half-finished prototypes, continually rendered obsolete as long as there aren't enough people working on it to actually finish.
Someday we might find out how it all went wrong.

Guarantee it's their insane no-management system. I'm sure their employees appreciate it a lot more than 24/7-365 crunch time other studios have but it just doesn't get the same results.
I think Valve really needs a strong central leadership to get things going again, back to their roots.
