To my knowledge nobody really wants a Steam Machine.
Console users don't because they already have consoles and SteamOS simply doesn't have as wide of a library as Steam on Windows.
PC gamers don't want them because they already have decent gaming PCs and they can just get a Steam Link for $50 instead if they really want a living room gaming experience. Not to mention the SteamOS library issue as well.
Average consumers don't want them because they're more expensive than consoles on average.
Steam Machines (at least with SteamOS) are only really for a very specific niche. That being people who want as little latency as possible in their living room gaming experience, don't already have a decent gaming PC that they can't just move into their living room, and don't mind the limited library of games that SteamOS has in comparison to Steam on Windows.
The only bit of Steam hardware that has received any sort of praise is the Steam Link, but again, that piece of hardware is for a relative niche audience as well, as most PC gamers are just fine with sitting in front of their computers to play games. That being said, if you really must have a "casual gaming experience" in your living room on occasion, you can't really go wrong with the Steam Link. Just make sure it's a wired connection, as the wireless is naturally flaky.
