The reality was it was the efforts of civil rights activists who ended segregation, not the government. The government is only a reflection of society. The Civil Rights Act would have been useless without the civil rights activists and to keep saying that the Civil Rights Act did the work is disrespectful and a huge slap in the face of all the African Americans who had to suffer and fight for equality. Same exact thing for women's right to vote and slavery. Government didn't pass laws until after civil rights activist championed and fought for them.
