This seems fair to me, and that flag looks badass. Make it happen, and if they vote yes, our flag gets more badass. And I get to experience the union gaining another state.

Quick question for anyone who could answer it, if another star is added to the flag, would they actually vote on different designs or just use a pre-selected flag?

I'm happy and sad at the same time. I visit the island every year and I know they could use federal resources to help out their situation (underpaid teachers/workers just not enough jobs on the island) but at the same time theres a certain charm about seeing US style traffic signs in spanish like "PARE" (stop), Solo (only, like right turn only) and other stuff like that where its a funny mix of english and spanish. It's very convenient to travel to since you don't need a passport, really nice locals (almost everyone speaks english) and a decent infrastructure make it a great place to go on vacation. I hope this turns out for the better for the island, like paying federal taxes if they become a state and other kind of new rules that come with being a state. However I would like to see how many representatives they get considering the massive population (4+ million) on a 100 by 30 mile island. People on the island are very passionate about voting too, people take to the streets in long car convoys where they honk and play music while waving the flag of their political party. Election time is like one big party, actually they party a lot for any reason people are pretty happy.

WE DO want it as the 51'th state, just that some tend to be unsecured with it. If we were all like that waiving our "patriotic" flag as a completely blinded conservative island denying the 51'th state then we wouldn't probably live longer. Like no longer than 2 years. Right now, the current state of Puerto Rico is literally something that you would want to get out, like now. I'm like hurrying with my studies so I can move away from here. Heck even my mother already quickly retired as a teacher thanks to that new upcoming ruling with the whole pension benefits being completely shit and undervalued plus the physical and emotional abuse she normally gets after 30 fucking years. But thank god this is actually not ignored and is progressing slowly, however this might not change my mind to stay here.

There's no official U.S. language.

Cultural impacts? I don't really know about any. It will just get them some more representation in congress, etcetc. There's already more puerto ricans in American than the Island itself by several thousands of percentiles.
