In QLD, Australia - these are all known as prestige plates, and very few combinations are not allowed. I've seen plenty of dirty ones.

They cost $2000 for a six letter combination, and you get it for life.

I remember reading a story of someone getting their license plate revoked because their plate, "ILUVTOFU" Was misread as, "I LUV TO F U" instead of, "I LUV TOFU".
