We're more lenient with tap water because everyone knows that its going to taste weird/different. Stainless steel pipe, proper sanitation pass, no leaks and as long as the pipes don't break it'll be okay.

Assuming it branches off a main pipe anyway, the easiest method for initial sanitation anyway would be to require all end destinations to have drains, and then just run sanitizing solution (probably an oxygen wash, though there are plenty others) through the pipes for a few hours followed by water to rinse it and then the beer.
