Well for one a socialist system wouldn't have to worry about a bourgeoisie manipulating anybody. For two, a building of class consciousness among everyday people and re-orienting state machinery to serve the proletariat would perform the same function that state always serves, to maintain order the status quo and subsequently whatever dominant class is in power.
