These type of robots are probably based on a system that's either directly giving them orders from the police station, or basing off wifi signals nearby. Not that hard really.
If it was designed to break up confrontations, it'd be effective to ring off an alarm or maybe call 911 automatically if the fight/assault got real nasty. Hell, just a large alarm would garner enough attention to the situation to start to break it off from sheer embarrassment/exposure of the fight.
Why not just use quadrocopters? I'd think that that would be cheaper. And those can fly.

They put a goddamn Arduino with some sort of network shield in the CANBUS. To do this "hack" you'd need to break into the car, and plug the device into the OBDII port, or hotwire it physically to the CANBUS. If it's plugged into the OBDII, disabling it would simply be just disconnecting the connector from the port. This is literally a project that Sparkfun Electronics has documentation on, and you're treating it like "AW JEEZ HACKERS GUNNA GET MY CAR" [editline]27th November 2014[/editline] It's an Arduino and 2 Arduino shields.

Why not use autonomous quadcopters that can land and dock with a charging station when needed? I suppose wind/weather may be an issue but still. Just walk up to it holding a bedsheet in front of yourself then cover the robot with it, that way you cover yourself for as long as the robot can see you.
