One my old friend is an Orthodox priest and wanted to get a well drilled, but he felt anxious about calling somebody who advertises using a dowsing rod because for religious reasons so, instead he went and called to a legit registered company specialized on drilling wells and that kind of shit, completely normal kind of a deal, no shenanigans advertised, good references and reviews, nothing suspicious.
They agreed on a day to start the work on, the company workers showed up, and as the very first thing, without trying to put up a show or talking about it at all, a fucker pulls out a dowsing rod and starts parading around the place for the legit measurement.
I really dunno how is it supposed to work, but considering valid professionals regularly do it without caring if anybody knows about it or not and somehow don't go out of business makes me believe it has to work one way or another.[/QUOTE]
They do it at railway maintenance companies as well.
I mean, I guess it could be a self reaffirmed placebo effect but that means that water companies and others might as well do no initial exploration at all and just leave everything to guesswork and be as successful as they are with dowsers.

I am aware of that, but why would they bother doing that shit even when people specifically DO NOT expect them to do it if it's waste of their time and when they are paid for work done and not worktime?

Because people very, [I]very[/I] easily (accidentally) cherry-pick events that point towards a conclusion they like.
It's pretty difficult to avoid that (and other systematic but experimental errors), so you actually have to do work to get the true result vs a favourable one.

Yes. (But it would be easier to just move a normal strong one around above the surface and feel where it's attracted, or to use a metal detector in case the thing you're looking for happens to not be ferromagnetic.)
