So it's basically a modern day debtors prison. I'd say its funny how people tend to so easily forget history or have little care for basic human rights if it weren't for how just despairingly awful and unjust these situations tend to be.

Exactly. Some families really depend on those child support payments, and the government really shouldn't be shelling out money for people's child support. There needs to be a good resolution that forces one to get back making payments while being lenient in the employment search process.
