looks like you need to read the article. the only "memory" that existed before was computer memory. it was one of the computer resources that the virtual organisms were fighting over. then the organisms gained the ability to remember things because it gains them an advantage over the organisms that don't

The ability to remember things came from computer code written by one of the humans involved in the project. It was implanted in one of the cells.

I think there is some confusion over the word cell. In the program, each square in the grid the programs moved through was called a cell. They put instructions into the cells, and some of them required the programs to remember what they did last, and they gained that ability.
