This is kinda like Math in my college prep school, we have an ass teacher who hates us, is angry and who can't understand you can't remember everything.

Already addressed the 90% issue. It means he's a member of the same party and agrees with a lot of things. The 10% is what you should be concerned about. That could be absolutely every major issue that you have any concern of.
