There's really only two types of wealthy persons. There are the politicians who are in a system corrupt enough that they can funnel money to other locations and profit from taking advantage of the state to extract monies from the rest of the population.
One of the best ways to tell how free a society is, is dependent on how many rich people got rich through their own means instead of relying on the state. It's no surprise that the richest men in Russia and China are arrested or exiled simply because they happen to have gotten their wealth through non-corrupt methods and oppose the government in power.
In the United States, you do tend to get corrupt politicians from time to time, and it's largely dependent on the voting base. The safer the seat, the more corrupt the politician. It's no surprise that as Detroit consistently voted Democratic, the city rotted away and the major politicians lined their pockets. Half a century of control by a single party can cause huge damage when the politicians realise that their electorate will be unlikely to vote for anyone else.
