Before the Civil War most American politicians had a pretty strong sense of honor, though, so while they had the ability to attack their opponents, they generally refrained from doing so.

The president isn't supposed to be elected via a direct vote. The state governments produce electors who then provide the Senate/House with a list of who each elector voted for. Senators are likewise intended to be chosen by the states. The problem with the United States is the fact that it is being run by mob rule. It was designed to only be INFLUENCED by the mob, but never controlled. The House of Representatives exists as the what was supposed to be the sole voice of the people in the federal government. Senators represent the interests of the states and the president represents the interests of the Union as a whole, both are generally also for the best of the people, but not always necessarily what they want. But then we fucked it up. There. To everyone who has ever asked "wow what went wrong with the US?", that is your answer. We are too democratic. We are precisely what the founders hoped to avoid. Mob rule.
