It's easy to tell people you are truly sorry for what you did and will never do it again, even though you don't mean it. How would you prevent that? You seem to not understand what rehabilitation is and how it works. As well, many murders are heat of the moment, passionate events caused by anger, drunkenness, or other factors. Premeditated ones are often caused by a buildup of factors over time. In the first category, with anger management training, and emotional control training they can generally be made into reasonable people who aren't going to do it because they will realize what they did. In the latter category, rehabilitation will also involve large amounts of therapy, psychological analysis, and other factors. Finally, in cases of those who kill for the sake of killing, they must be mentally "repaired", I suppose.
