The city is run down, therefore, peaceful protest is no longer allowed in America, and tear gas and rubber bullets are an accurate response to people blocking traffic (Mostly because they're being shot at and tear gassed in the parks)

You don't seem to realise that protesting peacefully means being peaceful and not purposely blocking large areas for weeks at a time. Of course they have to move and they aren't going to listen to a nice man in uniform telling them to move on as the OP stated.

Hell, I can't really think of anything that'd specifically provoke firing at the face short of an actual combat scenario. Aiming there with nonlethal weapons can turn them lethal, and lethal weaponry into flat-out execution tools.
