I never said it was a joke but it's either an obvious publicity stunt that's not intended to succeed or the man is actually deranged. Either way, it's not a serious concern.

because it's very obviously contrary to already established law. californian capital punishment was put on hiatus in 2006 on concerns that it could constitute cruel and unusual punishment, and was declared unconstitutional in california in july of last year. if there is concern that the methods of lethal injection constitute cruel punishment, a bullet would constitute it just as well.
this is grounds for disbarment under 6106 prohibiting moral turpitude and the commission of crimes thereof under the californian business and professions code.
if a court finds that this does not constitute moral turpitude, it would still fall under their jurisdiction for review as courts reserve the right to deliberate on issues of professional conduct even if they do not fall under the business and professions code.

genocide (unfortunately) does not include sexuality under its definitions, so no, it is not attempting to make genocide legal from a legal standpoint. genocide is only genocide if it is the process of destroying in whole or in part a [B]racial, ethnic, religious, or national[/B] group. this is due to the time frame and context in which those legal definitions of genocide were formed and framed into international law.
a modern legal definition of genocide needs to be produced to include sexuality imo. protection of the LGBTQ community is incredibly lacking in international law, moreso than women.
