Someone feel free to correct me if I'm wrong, but I do believe this is all just a stunt to call public attention to how ridiculous, and easy to exploit the California ballot initiative is/could be in it's current state. I highly doubt this is serious, unless someone has a confirmed statement from the lawyer on the matter, then I retract that.
