Should be shooting[B]s[/B] in Santa Monica. Two of the shootings have been connected to the (now dead) gunman

To see any difference (whether positive or negative) it would have to be implemented on a nationwide scale. As far as I recall, the police commissioner of New York City said that they have strict gun control but you still have guns coming in from surrounding states with handguns being the most commonly used to commit crimes.

Minnesotans just aren't that into killing people.

Guns are dumb. Some people use guns for dumb things. Not all guns are used for dumb things though.
The thing is is that gun bans and regulations are never going to work, people will always find a way to get firearms of any type they will like, even if it's illegal. Prohibition is solid proof of this, when the government banned something people wanted, guys like Al Capone began to rise up and made sure the alcohol kept flowing History likes to repeat itself, and gun bans will see a very similar effect to what prohibition did. If the common man wants a firearm for fun or protection, he will find a way to get one. If a guy who wants to go on a rampage wants to get a gun, he will find a way. I doubt that the guys in Oakland and LA got their guns legally.

We have nowhere near the gang issues that Central and South America have, so the argument really doesn't hold water. Our problem is a combination of social and economic issues which have been shafted for quick fix solutions which have worked well for certain areas, but in other areas have cause practical disasters, and attempting to fix such disasters at this point would be near political suicide.

Any commonly used handgun cartridge will sail right through the bodywork no problem, and rifle rounds cut through it as if it wasn't even there. Doing what you said would just get you killed faster than you can say "Oh fuck!". Cars aren't bulletproof. Not by a long shot.
