I said face consequences and be held responsible. That's not outright "punishment". Consequences can also be receiving mandatory mental health counseling. [editline]23rd May 2016[/editline] The thing is, when you say that a mentally ill person can't be held responsible for endangering other people, you start setting a dangerous precedent. Regardless of whether or not responsibility ends in actual jail time or fines (that's a thing to be determined by a mental health physician), you can't absolve him of responsibility entirely. He deliberately put other people in danger with his actions. He put the animals in danger. He cannot be held above reproach entirely.

Concrete. Granted that's not a full view of the enclosure, but what we can see doesn't exactly imply that this is a quality and ethical zoo.
