I find it pretty funny a rock can sell on the black market for a million and a half, even though it has no industrial worth, and doesn't look pretty.

Because all moon rocks were collected by NASA and are either in storage or given as gifts to other countries, as stated in the article. It can be safe to assume that the "unaccounted for" rocks also mentioned in the article were stolen from NASA or those gift recipient countries. So technically, anyone selling a real moon rock is pretty much selling stolen property, and the possession of and/or selling of stolen property is a crime.

It's illegal, as Xenomoose said, to sell rocks collected by Nasa and given to states/countries.
The article said itself that rocks that came from meteorites were fine to sell (and how else would you obtain a legal moon rock?)
so even though no country or corporation is allowed to own the moon, America is claiming ownership over pieces of the moon, hold on, I'm sure that if the woman was smart enough she would know about this law/act and could whip it out to the yanks and ask em how they like dem apples.

If China wants to spend billions to get there and collect their rocks, they're free to it. Same applies to you and anyone else. However, the U.S government spend the capital and thus they're entitled to it.

It's actually not fine, that's why it's harmful. It's jagged and tears up everything due to the fact the moon lacks weather, so moon particle aren't weathered.

Those recipient countries can't sell them off themselves? NASA doesn't really have the jurisdiction to prove or disprove this is a resold moon rock, and making anything [i]illegal to sell[/i] is not the same as [i]recovering stolen property[/i].
If it was as simple as recovering stolen property, it wouldn't require a law made forbidding the selling of the rocks, just a law protecting against theft. (Which already exists)

Just because someone's not allowed to sell one thing automatically means they can't sell anything? Not to mention that NASA doesn't sell the moon rocks themselves, they just keep them in storage.
