Yes, it's definitely like that:
Western countries want peace in every country in the world, people to stop shooting themselves around, to clean all the evil in the world. Also, their politicans shit flowers and fart rainbows.
Eastern countries want everyone to die, their politicians enjoy when people die, when blood is spilled and when the bombs are going off everywhere. They also always shit in western politicians' pants.
The politics work that way, everything else is just paranoid crap.

Also, I can imagine European and Arabian countries don't want thousands of refugees flow in their countries. Because thay all need a significant amounts of money to take care of, provision, medical help, places to live and all that. Oh look, it's money question again!
