I don't really think there's any more the OP could have done than what he'd already done, leaving an anonymous report along with a call to 911.
I can't say whether or not driving while high on marijuana would really affect one's driving the same as it would with alcohol since I don't have experience doing either. But it seems like a good idea to avoid being impaired at all just to be safe.
The only time I've ever heard of someone getting in an accident while driving stoned was because a Pedestrian ran out in front of the car. The guy stopped, cooperated with police, TOLD THEM HE HAD SMOKED, and they still let him go.

Most people would consider someone dying right in front of them to be a wake-up call for their own safety. Conversely, you're on your way to a Darwin Award.
OP did the right thing. It's not like he could've administered first aid, as I believe he lacks to training to do so. Vehicle extrication without the use of the proper methods/tools will add injury to the patient.

I remember one time in the middle of the night the entire wheel of a car, rim and all, flew off of a car and sparks went flying off the road, and suddenly it was pitch black with absolutely nothing that would suggest a car just crashed.
He ended up in the ditch, but if the car was in the middle of the road, and was unable to drive to the side, it'd be very easy to smash into him if you weren't alert and paying attention to the road.
You're more likely to get in an accident when driving than it is even flying, so I'd rather be fully alert than anything else. Humans were not meant to move at 70 miles an hour, so it's best to keep that in mind.

I was in the truck my dad was driving when he hit a deer. We saw it early, but we hadn't fully stopped and it fucked up our front bumper a bit. Scary shit though.
My English teacher was put in the hospital for a month or so last year because on her way home, a deer jumped off of an embankment and through her windshield. It put glass all throughout her body and there was pretty extensive bleeding.
Deer are fucking assholes.

What you do is your business and there is no reason for me to tell you to do any different. I hope that friend of your's and her two cousins are going to be okay. You too man. I've seen a man get dragged a quarter mile underneath of two plow horses, getting stepped on the whole way. That shit was fucked up, and he didn't even die from it. I can't comprehend seeing a car jack knife and flip like you did.
