from what i've seen of county jail, that's true. it's because these are smaller facilities for short term stay so it's easier to cover every area of the facility with cameras or guards.
prisons are a lot larger and more complex and it becomes really difficult and expensive to cover every inch of the place.
According to the article they were also involved in other endeavors relating to drug dealing and allowing the gang leader to continue his operations on the inside, giving them kick backs on the side (prison workers don't earn very much). Apparently though this got waaaaay more personal than prison corruption tends to get.

Basically, they weren't legitimate guards. They were all a part of this criminal gang that was operating under the guise of working for the jail.

I read that as corrupt corrections officers(ie legitimate) AND(ie separately) BGF members, who were the inmates. You can be a gang member and an employee at the same time by the way.
In fact, that would be the smart way to do this. Encourage your members to get jobs in key locations, such as a jail. It would give your gang a huge advantage over other gangs and other inmates.

I'm sure a big question for investigators is going to be were these officers just corrupt in general, willing to do things for any prisoner as long as the prisoner could pay, or were they only working with members of that one gang?
