When you're wearing a mask as long as the mask isn't named "generic black guy 1" and is actually a celebrity or a historical figure or something you're actually dressing as the person as opposed to when you're painting your face you're dressing as a race instead
basically if you have to paint your face to get across that you're a specific historical figure maybe you're either a shit costume designer or they're not a good idea for a costume
and ganguro has nothing in common with traditional blackfacing beyond the literal name and isn't meant to portray a different race but to rather go against the standards of beauty in japan
