No actually he just shifted the focus to whether or not Russia is aiding the Trump campaign.
That is the only thing that's going to be seriously discussed, not the meaning and implications of Clinton's email server. Even if you think that was what he meant, what Trump said is still idiotic because the email server itself isn't going to be the focus of any of the news, but Russia's activities in the campaign. The fact we're even having this conversation about whether he wants Russia to leak the info is proof in of itself that it backfired.

Option B: He was sarcastic/trolling/he doesn't actually mean it like that.
Option C: This is reported by the media and since the media is self-evidently bad, if they report on something that reflects badly on Trump, then it's untrue.
The fact that his gaffes are actually recorded takes care of the problem of context, tone or biased media, but I guess that we have reached the point where mental gymnastics can't be dismissed, no matter how crude they are.

I'm pretty sure the results of the FBI investigation were that because she didn't "literally give them access" the only thing they could do was administrative sanctions, which obviously don't apply to civilians not employed in the state department or any state agency.
