Well, it ain't nothing too new, pacemakers are common. Now, if he had fully-functional biomechanical limbs complete with artificial muscles and titanium bone-replacements, THAT would be cyborg news alright. Pacemakers are pretty darn basic cyborg things, effectively basic bio-mods.
