You'd be surprised with the shit some people get away with where justice goes as fast as a speeding snail. What I did was much more harmful than someone beating their ham to some drawing of a child. I know many people who were doing drugs and got caught, only to be released some hours later with just their shit confiscated and a poor night of sleeping.
Heck, my shit wasn't even recorded in any file, that's how little they bother with smalltime delinquency.

This basically means that putting litter in anything that isn't the trashcan can lead to two years of imprisonnment and have 75 grand seized from you. I have yet to see a single person giving a shit about anyone littering the public domain.
Add to that that our culture is very hostile towards denunciation of any kind (and sometimes even legitimate denunciation, especially in the south) as well as suing in general, and the fact that justice is already too busy dealing (poorly) with actual criminals, and you'll find that no one gives a shit.

Doesn't every country have old-as-fuck laws that are beyond silly but never enforced?
If I'm not mistaken, there's places in England where it's legal to kill a Scotsman but only within the city walls and only with a bow and arrow (or if he's wielding one, I forget).

It's not that old, actually. It's from 1997. I'm guessing that this law could lead to someone being imprisonned for 2 years with 75k€ taken from them if they were to put out trash on an industrial scale (as in, trash created in the process of production) , as opposed to disposing of trash properly.
I don't think anyone will ever get 7 years for this, unless they're creating lolicon by the metric ton on a daily basis. You have to remember that law is not retroactive, so I don't think it's illegal to possess lolicon if it was obtained before the law was passed, which is to say up to less than a week ago.

So uh, where is the line drawn in there? Most Anime/Manga style character already have different proportions (bigger heads among other things, not to mention the huge eyes).
