Keep in mind too that many individuals who enjoy lolicon/shotacon are not actually pedophiles. For instance, one of my friends in LA is an artist who likes to draw shotacon on her deviantart. She's not attracted to little kids at all, and all of her sexual relationships have been with adults or people within her age bracket. But she still draws shotacon and enjoys it. Outlawing shotacon would prevent her from drawing something she loves to draw and look at. It's a law that attempts to police her for failing to fit into a social norm that dictates "enjoying x subject = you are a child rapist."
Honestly confused why they even did this. There's literally no reason to do this. If we were to apply this kind of logic to other fetishes about 50% of the internet would be gone

Many pedophiles - arguably, most - have a strong moral system which prevents them from ever touching a child, let alone non-sexually approaching one to begin with.

I don't think this is going to help too many people, will be near-impossible to enforce, and is thinking about things the wrong way. Murder is of course bad, as is child molestation, but you don't ban video games in which you can murder people because [I]it is not real.[/I]
what draws the line between legal and illegal? a creator can easily just say that all of his or her loli characters are 18 or 10,000 years old, and according to the criminal code article, that would be legal. (unless I poorly translated it or something)
