Okay look. That picture I posted was the first test of a nuke before the bombings. It was also the only one. It was tested on July 16, 1945. The bombings of Hiroshima and Nagasaki were only three weeks later. So they probably didn't consider the effects after three weeks, or even the immediate effects considering they stood around in it. Is that good enough yet.
