It odd for them to strike something that's considered a no-strike entity. The only way a strike would be approved for that is if the entity itself provides military significance to enemy operations. Whether it would be weaponized (as daijitsu stated), or anything else that would hinder enemy military gain. A strike wouldn't be approved for just "demoralizing" the opposing force. There's another reason why they're planning on being thwacked, but with that knowledge...I don't have a clue why.
