This is really not that surprising at all, I mean, some (if not all) snakes still have pelvic bones from their ancestors. Some snakes even have tiny legs to this day.

Well snakes evolved from some form of ancient lizard type creature, so this must be a throw back of sorts. Like hairy men.

Just like case when there are humans still born with tails. (If you don't know, wikipedia tail) I'm not saying that they are functional. That's interesting, although I don't think a snake with a spur that big has been discovered. Still pretty freaky.
With a mutation like this, it would probably be uncomfortable as hell crawling around. If he even can manage that.
