I'm glad you can't read but smart munitions and drones are different things (Although drones reduce casualties as there are no pilots involved to be shot down or crash). Smart munitions are preferred because their level of accuracy is measured in meters, not miles. That means, shockingly, you can use them at the edge of urban areas with little risk. Meaning you now are risking civilian casualties. But hey. Don't let logic get in the way of your ignorance.
Now you have yet to mention these "tactics that cause massive amounts of civilian casualties". Can you even point out one? US rules of engagement are incredibly strict as is.
