What if there was a mass organized protest in this country to do this? Even if it was only taxpayers who participated in the protests going on recently, that's millions of people deciding not to pay their taxes. Does the IRS have the manpower to go after all of them? It would be a clusterfuck for the history books

The IRS can take as long as they need to persecute for it since there's no statue of limitations for civil tax fraud, which also means if they came after you in civil court you wouldn't be able to get a public defender so you're extra fucked with legal fees. The statue of limitations of criminal tax fraud is six years however. This is especially worrying because courts have ruled that this statue of limitations actually begins after the last act of tax fraud, so if you fail to file in 2000, and then again in 2005, and then again in 2010 the IRS can audit and persecute you in 2015 for the tax fraud in 2010, 2005, AND 2000 as six years from 2010 hadn't happened yet. You have to remember, the IRS is able to process every tax return in America within a few months. I'm pretty sure they can find the manpower for this, and no federal judge in the land wouldn't rule to extend the statue of limitations if such a large number of people failed to file, it'd be a case of "all tax fraud suspected for the year of 2017 is not subject to the statue of limitations on criminal tax fraud." if not an outright lift of the statue of limitations at worst.
