I was playing GTA 3 when I was 12, I've played the most violent games around, I've never been in trouble with the law.
For every one person who happens to play violent video games that goes and does something bad, there are thousands who are perfectly normal and have never been in trouble or committed a crime.
If video games really are affecting these people, which I severely doubt, then it's not a reflection of the effect of violent video games on people in general, it's a reflection on the individuals who are either too stupid to differentiate between reality and a game or just have a tendancy towards violence which would almost certainly have manifested without video games anyway.
