Well that's because when one uses Linux, you're forced to learn new things (that is, if you want to start tinkering with the OS and fine-tune it, etc).
In the end, when you're done compiling your kernel and all, you feel like you actually achieved something big! You must try it sometime.

Yes, Linux being customizable down to it's very core is great for the small group of users with a passion for OS'es, but the superiority complex present in the Linux user base (against people without this passion) is undeniable. The way I see it, Windows and Linux are like an automatic and a manual. Windows is for people who want something that's less efficient, but simpler and easier to use, while Linux is for people who like to spend most of their time yanking their stick.

This I agree with, I wish it were easier to use advanced options but I'm just as afraid I'll bust something by accident as I am to make it better. That's why I won't touch Linux for a while, that and Steam wouldn't work without having a semi-good emulator program running. (At least I believe its an emulator WINE may have a fancy name or something.)

WINE is a compatibility layer, not an emulator. The difference is that an emulator attempts to run a copy of a whole machine in a program and a compatibility layer just intercepts data intended for use under one operating system and changes it for use under another operating system. Also, most people say the same as you in regard to Linux. There are some good games that work under Linux, but most are Windows only, so they just stick to Windows.
But that's not the point. The point is that the Russian government is moving to as much free software as possible, which is good news.
