I don't think anyone expected anyone to celebrate Israel's actions.
I don't believe the Munich massacre has anything to do with this though in terms of countries relations.

Also, 80% of suicide bombers had family killed by the IDF, so they do fit in the depressed category. A better comparison would be someone igniting a very small amount of gunpowder outside your house, it might make a big pop, but it wont affect anything.

The reason that there are only 29 deaths since 2001 is that Israel built bomb shelters every 30 centimeters, which is something that no country should have the need to do anyway, and sometimes even sheer luck- in operation "cast lead", rockets were fired for the first time at beer sheva. Several days after that the mayor decided that school will be cancled until further notice. A mere day after he cancled school, a rocket hit a classrom in beer sheba without the alarm even going off.
Sometimes the alarm doesnt go off or people go to an open ground and can't make it to the bomb shelter (you've got 15 seconds to get to one if you're in sderot).
And not only do they fire rockets, they also fire mortar rounds and, you know, when was the last time THOSE hurt anyone?

Some people do have different reactions; I’d say this is a combination. People usually feel suicidal if a close relative dies etc. But they also hate Israel for it as well.
