I don't know anyone who thinks like that. Also, I don't know what school you went too but in my neck of the woods they defintely taught proper safe sex practice for all walks of life.
My only concern about this whole 'just the tip' idea is that most of the penis is exposed. What about STIs like syphilis and herpes?

It's not aimed at that it seems. Just people who know both they and their partner are clean, want to have basically unprotected sex, but don't want to use condoms.
