You do realize that there's a human piloting that drone, even if it is remotely, so they see that 7% collateral damage from where it's coming from which to them more than likely doesn't look like a number and a percent sign, it looks like people he/she didn't mean to kill but had to because they're following orders? It's not so black and white, everyone has emotion.
