What I think is going on is that its a ground marking used to calibrate navigation systems. The lines could be a compass painted on the ground and they check that with what the nav stuff on the plane says to see if its accurate. The white bars on the end of each line making the outer circle can be numbers stating the heading of the line. 15,30,45,60,75,90,105........ 360. all the way around edit: That's not even on a runway. It's on a taxiway which is where they should be located anyways.
