Well, they had to do something about it sooner or later. I mean, setting aside all that political bullshit, at the very least people there giving birth to new children or simply losing their passports just can't get any other IDs except for the ones issued by those so-called states. Basically becoming misters neverexisters with no recognized IDs whatsoever. Not to mention other juridical issues. Actually i don't have problems with recognizing their passports, though i have concerns about how well protected those passports are and how easy it might be to forge them

Is Taiwan an independent state, or just a breakaway province of the PRC? Put the international rivalry and emotion away. The Donetsk and Lugansk People's Republics fulfill the functions of statehood - they have organized political structures, they control and defend territory, they pass laws, levy taxes, issue permits and documents, so on and so forth. Now they've received (defacto) recognition from their sponsor, Russia. Just because they aren't part of the international club doesn't mean they're not functional states.

Saying that Donetsk or ISIS or any other equally awful group which is performing the functions of the state is a state isn't pro-Russia or pro-anything and it certainly isn't "propagandizing."

I think calling them a state doesn't legitimize them, especially if you go on to condemn their actions as a state. IS as a state simply shouldn't exist, I don't think anybody on facepunch would/could disagree with that.
