Is there a chance that it's just a way to transfer money to another player or possibly even a reward system..? I mean, it doesn't plain as day say how much these things in USD or any kind of currency nor does it really show any evidence that it's bought with real cash. At least, not from the article.

Microtransactions let you spend money instead of time. Time is more precious, ergo, microtransactions are useful.

ok first of all nobody has confirmed this second, who gives a shit, its not like an MMO where microtransactions affect balance, say they add transactions to buy a golden rocket launcher, it will still work like a regular rocket launcher.....
Being able to get money early by paying for it would suck if it meant that you could just buy anything, but it's highly likely that non-customisation items (i.e. guns, high end vehicles, anything else that would give an edge in modes) are locked into the rep system. If this is true I doubt someone would be able to finish the intro at rep 1 and buy 1.5 million dollars and instantly buy an Infernus & RPG.
I would be ok with it if it doesn't mean pay2win bullshit and that mods are still availble... And if they do implement this system, I don't see how it couldn't affect modding. And if it's true you can buy ingame currency, then fuck that noise, because that means people will just go out and buy the biggest guns, apartments and cars without any effort and steamroll everybody else. Cosmetics, sure, hood ornaments and special costumes would be ok, even a boost on how much money you earn doing crimes and shit would be cool, but don't let people outright buy cash... That would seriously affect gameplay. Time to see if R* sacrifices gameplay for money. I hope they don't. (That is, if they even implement microtransactions)

You will have less fun if you spend less money. Why else would anyone even want to spend money on the game? If there aren't microtransactions then the game doesn't have to be designed in a way that you can skip boring parts for money, they can just leave the boring parts out. Now, I don't personally have GTA 5 yet, but exactly how are microtransactions going to fit into the multiplayer component of GTA 5? Is it gonna be like an MMO where you can't host your own server, and have to play on official servers playing official gamemodes or what?
As long as it's out of the way and doesn't impact the moment to moment gameplay I don't mind microtransactions. Especially if they can fund continous MP development through them.

People worrying about this causing GTA 5 to not be "mod friendly" any more must not have played much GTA...it's never been "mod friendly". They actively went out of their way to break mods in GTA: SA, it took a lot of hacking around and rolling back to get mods running properly. It's been "mod sorta-usable", but never "mod friendly".

You can probably blame this all on the hot coffee scandal though.
If anything, this will probably be for GTA: Online money, which you use to buy apartments and whatever. So, again, if anything, it'll be something to speed up getting shit if you're into that. I doubt they'd do 'money packs' for single player, nobody would buy that.
While I hate these cash cards, I think the purpose of them is fine. They are going to be more or less paying for future content for GTAO for free. That means missions. I didn't say DLC, car packs, etc., but you must remember Rockstar said GTAO will be ever changing/evolving and will have over 700 missions. I suspect they'll continuously add more missions and such for free. But cash cards are still retarded.

Microtransactions make more sense on a mobile platform or a game where it doesn't have much effect(I'm probably singular in thinking TF2 is a good example, it's really fun and thrilling when you unlock that item you've been waiting for).

R* has been actively trying to fuck the modding community up the ass ever since Hot Coffee. I'm hoping it will be like in War of The Roses, you can buy coins but it's pretty easy to earn it yourself and besides the gameplay is fun anyway.

Ideas get thrown around a ton when making stuff like software, development happens on these ideas as prototypes to see if they are feasible. This might be one of the ideas they worked on and thought wouldn't work greatly, but didn't remove every reference to it from the software in case they came back to it.
