I love how this isn't even the full thing yet, it's just France. Britain still haven't stuck, and we're expecting some degree of involvement from the US and Canada.

RFA Argus isn't far off either, which can be used as a Casualty Receiving Facility and has a flight deck for helicopters. So might be possible they're keeping that at the ready just in case. Could be a bit outdated though, don't think it's updated too regularly.
The rebels are lucky that Sarkozy was in dire need of a popularity boost. Everyone's a winner, except Gaddafi.

1904: A US defence official tells Reuters that the US Navy has three submarines in the Mediterranean preparing for operations in Libya. I am assuming they are going to fire some cruise missiles?
We'll probably see a British strike in the next few hours after the COBRA meeting finishes, the US just said they have 3 submarines off the coast of Libya, I have no idea what they could plan to use those for. US ones are designed to fire TLAM's As for the UK, I think there is some final bureaucracy and procedures that have to be done before anything can start. I am guessing this is what is happening at the COBRA meeting.

AlJazeera reporters in Benghazi are reporting that the French and possibly other nations will probably do night-time air strikes in order to deter an attack by the Pro-Khadafi forces, right at the break of dawn.
