I would be more reluctant to believe what he said if the U.S. only did airstrikes/enforced the no-fly zone, only. Now it appears they're stepping things up a notch each time as the battle progresses while the rest of the allies stick to what the resolution was intended for. Even Hilary Clinton wanted to make this clear when she said the U.S. interprets it differently:

Surely the whole point of using the CIA to do covert things would be that they stay covert. I'm all for information being public etc, but couldn't the NY times (they seem to be the people who broke this news) held off making it public for a while?

So what do you think MI6 is doing in the region?
Ultimately it just makes basic sense to put operatives on the ground to direct air strikes. The French have been hitting tanks for a while. The Brits have annihilated air fields. We put people on the ground so as to reduce the chance of misidentifying targets and to expedite the rebel victory.
The UN seeks peace keeping, but NATO seeks victory. NATO hasn't properly stuck to the resolution since day one. Nor should they, the UN always seems to seek peace at the cost of progress.
